  1. Problem solved! the culprit was the driver for the AMD graphics card. Apparently it is a known issue for this specific computer model (Dell precision M2800) and it has a simple fix: https://www.dell.com/community/Precision-Mobile-Workstations/No-decent-GPU-driver-available-for-M2800/td-p/6078511 anyways thanks for you assistance!

I removed the WLAN card from my computer and tried again, but it freezes at exactly the same point, 75% right after third reboot this time however I get this from SetupDiag : Error: SetupDiag reports abrupt down-level failure. SetupDiag didn't generate a setupapi.dev.log file this time, but I located it in C:\WINDOWS\INF and don't see any errors there, last entry is <<< [Exit status: SUCCESS] at 2021/10/12 22:06:51.526 any ideas how to proceed ? I don't think there is any other hardware I can remove (the computer is dell precision M2800 laptop)
