Always have top-menu underlines on?

When I first load up Windows Explorer (and some other programs), I notice
that the first-letter underlines on the top-level menu are not turned on
(The "F" of File, the "E" of Edit, etc). I know I can manually turn them on
by pressing the Alt key. Is there a way to have them come on automatically?
