ActiveX controlls blocked on IE

Windows XP Home SP2
AVG antivirus, Windows firewall.

When browsing pages with ActiveX controlls the IE information bar reads:
"Your security settings do not allow Web sites to use ActiveX controls
installed on your computer. This page may not display correctly. Click here
for options."

Clicking on the bar, the ONLY option available is Help. The option to
install or allow ActiveX controlls is not there.

I have tried everything I could find here and on the net to fix this problem
and nothing works. Reinstalling XP is NOT an option. The PC is 100% free of
malware and completely up to date (WindowsUpdate works just fine as you may
notice).

Creating a new user account does not fix the problem, the blockage is
machine-wide.

Help is needed ASAP!

Rt-click the IE icon > properties > programs > manage Add-ons (push) and in
the open window that appears scroll down the items and for the ActiveX times
verify, in the Settings area, whether or not the add-on is Enabled or
Disabled. (They can also be updated while you're here.)

Thanks you Jerry.

No add-ons (BHO) are currently installed on IE excepto for "windows
messenger".
A good startup point, but its not it. All IE settings are ok, reseted and
defaults.
No toolbars, pop-up blockers are installed. No sites are blocked on IE's
options.

The solution to this case has to be somewhere on the Windows Registry and it
is set as a machine-wide setting. I just need someone to point me to the
right key.

I wonder if they are marked as "Disabled" in your IE Security zones..

Have a look at the various options under Tools --> Internet Options
--> Security Tab.

Try highlighting the Internet Zone then clicking "default level" to
see if that fixes it. If not, perhaps one test would be to temporarily
add the internet site in question to your "trusted sites" list. Then
if the ActiveX now works it is likely that your settings for the
"internet" zone --> Custom level have some Activex options set to
disabled. Make a note of your current settings there then try changing
any ActiveX disabled options to "prompt" instead.

Thanks HTH, but no it's not that.

Like I said, I posted this after already trying everything else.

Security settings are on default for all zones as they should.
It still won't work adding the site to trused sites list.

It does work by setting ActiveX controlls security settings manually, but
this is not the solution. It has to work with settings on default like on any
other PC.

Any other additional thoughts are welcome.

When you say "It does work by setting ActiveX controls security
settings manually" could you please tell me the steps you followed so
I can understand what you mean?

Also, if you point me to a sample web page where you have the problem
I could try to recreate it.

Aside from changing the IE Zone settings for ActiveX or changing the
"Allow active content to run in files on My Computer" setting (not
recommended), I don't know what other settings can be changed....

Hi, CASE CLOSED, here's the update.

By setting up manually I meant going into IE Options and set ActiveX
controlls to allow all, no prompts.

I had already done 7 of the applicable steps mentioned here:

I exported and imported several keys and subkeys of the registry from an XP
working correctly to the computer with the mentioned problem. No luck there
either.

I uninstalled and disable all toolbars, firewalls, BHO's, ActiveX, etc.

I re-registered or attempted to register about 12 differents dll files. No
luck there either. I found out that you cannot register mshtml.dll if you
have IE 7 installed, it can only be done if you have IE 6 SP1 and probably
previuos versions. (This is good info).

I've pretty much done everything that could be done to my knowledge.

So before doing an in-place reinstallation of XP, I wanted to attempt to
register de mshtml.dll by uninstalling IE7.

UNINSTALLING IE7 FIXED THE PROBLEM RIGHT AWAY. I rolled back to IE6, made
sure everything its as it should, registered a few dll's just in case and
reinstalled IE7.
Now everything works fine.

I still have to see if the problem re-ocurrs after IE7 current updates are
installed, maybe the problem came from there.

You have Visual Studio installed?

I have the same problem, and from this info.
