Hi!

Can Windows 64-bit OS fully support all 32-bit application? Any
restriction? How can 32-bit application execute on Windows 64-bit OS?
By emulator or new technology? Thx!

No. Most do work, but by no means all.

Small emulation program, most is native to the CPU.

or new technology? Thx!

There is a lack of driver support for 64-bit compared with 32-bit, partly
because 64-bit requires signed drivers and low priced or free programs and
hardware won't spend the money.
