TS Licensing Procedure Migration from 2003 to 2008

We're replacing our TS 2003 servers with TS 2008 servers, consequently I need
to get a 2008 TS Licensing server so that I can provide 2008 CALs for these
new TS 2008 servers. I believe I have the following three options

1) In-place upgrade the current 2003 TS Licensing Server to 2008, then I
will be able to add TS 2008 CALs onto this server.
2) Migrate the 2003 TS Licensing Server to a new 2008 TS Licensing Server
using the procedure in the link at the bottom. This appears to suggest you
can only run one TS Licensing Server per domain or forest depending on the
scope chosen?
3) Migrate the 2003 TS Licensing Server to a new 2008 R2 TS Licensing Server
using the Manage RDS CALs Wizard.

Could you please advise if I am correct and if there is any good
documentation on how to migrate other than this blog post?

Yes, all the three options mentioned by you are valid.
It completely depends upon you what option you want to choose.

Thanks. Could you please confirm that in option 2 it is only possible to have
one TS Licensing Server per domain or forest depending on the scope chosen?

Also are there any good migration docs apart from the blog post mentioned?

Yes, you can do that but make sure that you can't have partial migration of
the key pack.
e.g. if you have a key pack of 20 then you can't have 10 keys on one license
server and 10 on other.
But you can definitely have different license servers for different domains.

For Windows Server 2003 and Windows Server 2008, there is no documentation
regarding the migration of license server apart from this blog post.
But for Windows Server 2008 R2, you can check the Remote Desktop Licensing
Step-by-Step guide at:

Here you can check for CAL Migration feature.

If I could be particularly annoying and just clarify one point, although you
say it is possible to have different TS Licensing Servers for different
domains, is there a restriction on the number of TS Licensing Servers in a
single domain?
