Workstation can't see server for about 10 mins

MAC

the workstation is vista(latest patches). This workstation can access the
synch folder because there is a shortcut to it on the desktop, but when the
Network explorer is opened, this workstation shows everything on the network
except the server. I can ping it fine, I can see it in "Find computers"
But I cannot browse it through the network explorer, and therefore software
can't see it. Example:"Adobe Lightroom" can't see the shared picture folder
on the server.

At some point usually after about 10-20 mins , for no apparent reason, the
server will show up on a forced refresh, which I'm constanly checking
throughout the troubleshooting process.

This sounds like a classic DNS issue. Please post an ipconfig /all from the
server (assuming it is a DC), and from a sample Vista workstation. This will
help us evaluate your configuration, and make suggestions, if needed.
