New catalog - where is the XML file or at least the data

I provide help to many people who do not have Broadband so I need the Catalog
to cope with the size and volume of updates.

I had written a tool which parsed the XML file, sorted the updates into
ascending date and worked out which was relevant to the system - very basic -
Win98 or XP.
It also chose the latest cumulative updates for the regular items - IE, OE...

Can anyone tell me where the information now is?

BTW re: new catalog - I do think that as well as a search we really do need
a way of saying what system we want (i.e. select as well as search) the
updates for - XP, Vista, XP 64 and for me the search would always default to
descending date order.
