How to give software installation rights to normal user

Hi,
How to give software installation(MSIor EXE file) rights to normal local
user account without giving Power user or Administrator rights in win2003
server.

AFAIK, you can't.

However, if you publish software to a user thru Group Policy, then normal
unprivileged users can install such software either thru Control Panel or by
clicking on a file with registered extension.

With Group Policy you can also assign software to (unprivileged) user.

The difference:
Publish - Software is available for installation in Control Panel. User can
decide if (s)he wants to install it.
Assign - Software gets installed automatically when a user logs on.
Software is not available for installation in Control Panel.

You can assign them different rights on the local machine, depending on your
security requirements you could give them admin rights on the local pc but
be a standard user on the server, this will allow them to install anything
onto their own pc.
