Only issue IP's to Domain Members? 2008

Is there a way to setup DHCP on a 2008 server to only issue DHCP IP's to
computers that are domain members without resorting to MAC reservations?

No. DHCP is a basic networking system operating at a very low level. It is
completely unaware of Active Directory.

I was hoping I had missed something in MS's implementation of DHCP with
