WinHTTP Web Proxy Auto-Discovery Service

Hi

My webserver with Windows Server 2008 Standard has a disabled dhcp client
service, since the machine has fixed ip configurations.

Now I have an error in the event log, concerning WinHTTP Web Proxy
Auto-Discovery Service, which failed to start, since it depends on dhcp
client:

Event ID 7001, The WinHTTP Web Proxy Auto-Discovery Service service depends
on the DHCP Client service which failed to start because of the following
error:
The service cannot be started, either because it is disabled or because it
has no enabled devices associated with it.

How can I determine, if I can disable the WinHTTP Web Proxy Auto-Discovery
Service?
