I've never thought of changing this option but never had a problem with the
default setting.

Try the following, but I am not sure if this registry setting or value is
available on Windows 2000:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer
ShutDown = 4 (This should set it to Restart)

You can also create a batch file on the desktop using the shutdown.exe
command using the appropriate switches. This way you can simply double click
on it.
