Can "Security layer: Negotiate" ever be none?

Hi All,

WS08 TS Settings: in my "General" tab:
Security layer: Negotiate
Encryption Level: Client Compatible

Question: can "Security layer: Negotiate" ever
be "none"? If so, is there a way to fail the
connection if it is?
