How to change default profile picture in Terminal Services RDP?

Hello,

We are using Windows Server 2008 with Terminal Services role installed.
We are also have thin clients in our company.

Is there any way we can change default profile picture which is shown
when waiting for user to login?

I have changed somethere in GPO the settings for picture, but it is
shown only when any user logs in or locks up the session. After user
logs off the blank (blue screen with glass frame with no picture inside)
is shown.
