Licensing

I built my own computer a few years ago. I am currently looking to
obtain Vista and learn it. Since I built my own pc, is it legal for
me to buy an OEM license and run it on the computer......after I do
the necessary upgrades?

As long as the Vista OEM license is purchased along with a qualifying
hardware component (motherboard, hard drive, RAM modules, I believe),
certainly.

Sure just remember that once you activate an OEM copy of Vista with that
Hardware the license agreement basically says you can't take that OS/Key to
another system.

I'm sure you could talk Microsoft into letting you move the key if you
upgrade in the future, but probably not too often.

If you can afford it, get a retail version.

Unless newegg and others are wrong, the qualifying hardware requirement
only applies to xp, not vista. See here for xp:

Disclaimer: Qualifying proof of purchase must be recent receipts showing
the purchase of a mother board, hard drive, RAM and a CPU. The
components can be on multiple receipts not necessarily all on one
receipt nor on the same receipt as the qualifying Windows XP/Office 2003
that you purchased.
