Windows keeps closing programmes

I am having great difficulty with Windows Vista.
When I open up a website/address and open several windows I cannot close any
of them once opened without the programme closing down.
It's very frustrating.
Can anyone help?

Open IE, click on Tools> Internet Options> Tabs> Settings.

What do I do once I've opened settings?
