Windows 7 Professional KMS keeps losing its license file/product key after reboot

We have about 200 netbooks running Windows 7 Professional with a KMS server in place.
I was able to activate Win7 with generic KMS key FJ82H-XT6CR-J8D7P-XQJJ2-GPDD4 and it'd show Windows Activated. After a reboot, it'd say change occurred to license file and I need to re type product key again, and I could repeat the activation steps and get it activated but it's never ending.
