start screen wont allow run as administrator

If I use file explorer and search for cmd.exe or powershell.exe and I right click and "run as administrator" the programs come up find as administrator. If do the same thing from the windows 8 start menu the icon for "run as administrator" comes up but
when I click it nothing happens. I have installed the big update for windows 8. Not sure if it stopped working after this or before.
