No keyboard and mouse during startup ?

I have had a few problems while setting up with Windows 8 mainly with the wireless keyboard and mouse not working at all but some of this appears to be working at the moment ! My main issue now is that I have no keyboard or mouse during boot up which means
I cannot access my bios at all or enter safe mode or other options. Once I get to the home screen/desktop the mouse and keyboard work again, I have tried a wired mouse and keyboard but it still does not work until I get to the start/desktop. Any idea why this
is and how can I get to my bios or choose safe mode etc if I have no control ??? Also during boot, I am seeing a screen with a choice of windows 8 or Windows 7 XE which I do not have a clue what it is, there is no other operating system installed or should
not be. Again as I have no control I cannot click on the Windows 7 XE logo to see what happens and I have to wait the 30 second countdown before the system automatically loads Windows 8. Where can I delete or find any reference to this Windows 7 XE thing,
whatever it is. Thank You
