Windows 8 problem with the explorer.exe - Extracting of ZIP-files changes the modified date

1. If I unzip a Windows 7 ZIP file in Windows 8, then the modified date of all extracted files has the system date. If I unzip a Windows 8 ZIP file in Windows 7, then the modified date is changed, too. If I prepare and unzip a ZIP file in Windows 8, then
everything is ok.
2. If I save a file in the Mail-App, then the modified date of the saved file has also the system date.
At the installation of Windows 8 the partition was formatted.
I have Windows 8 64-bits and have installed all Windows updates.
However, the problem also can be put, if only Windows 8 is installed and no programs.
