Win 8 Apps that only run on a smartphone.....

I was looking at an interesting Microsoft programming tool: TouchDevelop (see
http://www.windowsphone.com/en-us/store/app/touchdevelop/fe08ccec-a360-e011-81d2-78e7d1fa76f8)
and wanted to download it to my Win 8 DesktopModern UI.
1. I could not locate the app in the Windows Store
2. When I clicked on the (free) download link (in the above URL) I got this:
&quotYou need to sign in with a Microsoft account
on your phone before you can get apps from
Windows Phone Store.&quot
Windows Phone Store? Never heard of it. I'm familiar with the Modern UI &quotStore&quot.
Question: How many Windows stores are there? (I hope there will not be a Windows &quotSurface&quot store! One store for all, please.)
