Is it possible to force Vsync via Windows 8?

I am using an application to force my video card drivers to use Vsync. But is it possible to achieve the same using Windows registry? Or modifying some parameter file?
I am using only the graphics card drivers provided by Microsoft as I found them to be the most stable ones.
