Korean (Hangul) IME in Windows 8

Korean IME has an English mode and a Korean mode within the IME. In every version prior to windows 8, the system would start in english mode (within the Korean IME it would show the icon A, and typing anywhere within Windows will type english characters)
and pressing right alt would toggle between the Korean (한) and english (A) on the icon.
Starting with Windows 8, the computer will start in Hangul mode (한) in the Korean IME area. My question is: is it possible to either add a feature to start Windows 8 in English (the 'A' icon in the Korean IME) instead of it starting in Korean mode (한)?
Note: All versions of windows (98, XP, Vista, and 7) start in English mode (the 'A' in the Korean IME) by default. Starting in English mode for the Korean IME is beneficial for typing in applications that only use english and using shortcut keys within
any given app.
