Windows 8 - default input keyboard problem (czech characters)

I have following strange problem with keyboard and czech national characters:
On czech keyboard some characters are writen as &quotcombined&quot - one &quotmodification&quot character followed by letter.
Example: ˇ + T = Ť
Now my problem is- on keyboard which is set as system default (czech QWERTY) it does not work, it produces:
Example: ˇ + T = ˇˇT
Well and the confusing part: The problem appears to be only when the keyboard is set as system default. If i select another keyboard as system default, and switch to &quotmy&quot keyboard after start, the &quotmy&quot keyboard works correctly. (But if
the keyboard is set as default, switching to another keyboard and back doesnt help). Done all sorts of switching - default keyboard always wrong, secondary always ok.
Am using windows 8, english language pack (system language), czech language pack installed. Its tablet PC - but the problem is on touchkeyb as well as on BT keyboard and USB keyboard. Have another machine with precisely the same language and input settings
- without this problem (non-touch laptop). Maybe touch keyboard introduces this problem?
Any advice appreciated.
