Ctrl-Alt-Del yields Task Manager vs. Windows Security

In Windows XP computer, Ctrl-Alt-Del brings up the Windows Security panel, from which I can conveniently and quickly lock the screen. On another Windows XP computer, it brings up the Task Manager. Bleah. How can I change it so that I get the Windows
Security Panel?
