window 8 and developer license perior

hi.

I have a still valid window 8 pro offer (15$) till feb 28 , 2013.
I want to know when I upgrade to window 8 pro. Does it allow me to get a free developer license (or will it work locally)?

how long will it be ? (I think till windows' activation).

'll I not be able to submit a project over there or 'll still need a paid license?

one more question :

If i pay the developer license fee, 'll I be required to re-payment annually?
