I cannot install MSE.

I have read countless posts on this issue and cannot resolve it. I uninstalled MSE because it would not take a recently posted microsoft update (and I had to use the Fix It Center utility) I am running Windows XP Media Center SP3.
The error code is 0x80070645. I have no other antivirus software installed. My system is squeaky clean. Windows Installer Service is running.
Nothing works.
