MSE issue....can't change start up programs due to Windows Defender being off

Whenever I click on &quotchange start up program&quot (on the control panel), I get a message that windows defender is not on. If I try to turn it on, I get error message 0x800705b4. I have Microsoft Security Essentials on my computer and I understand that it
turns the Windows Defender off, but how can I change my startup programs if it is necessary to have the Windows Defender on?
