70645 install error MSE

Odd behavior. First of all it wouldn't see the msi file where it was at. Then after deleting everything, making sure no other antivirus is on the machine (Gateway laptop running Win7), it tries to install but I get a 70645 installation error. Have tried
a lot of the FixIt tools about installations and updates, running a few commands to get access to desktop and program.
