why do some security programs not know microsoft files loaded on my computer?

I just made once again a computer checkup on windows xp prof., using Norton 360 on my pc and close to 200 files remain unproven although all those microsoft files are presence and scanned everyday automatic. Why do not all but too many windows files
remain unknown?
