homepage.exe

I keep getting homepage.exe coming up as a security risk issue through my computer security and am not sure whether to accept or block. I have blocked it previously and think that this then caused errors in website browsing as I was unable to access any
websites and was getting the message that a "socket connection had failed due to socket connection access restrictions" followed by a 10 - 11 digit number. Has anyone else experienced this and should i accept or block this?
