Can't turn on Windows Defender

In the Machine
I can't turn on Windows Defender because my Action Center shows Norton Internet Security still running even tho' It expired AND I uninstalled it. I also uninstalled Norton Online Backup. I have a few other antimalware but they don't provide real time protection
and don't show on action center. Thanking you in advance.
