Missing file

Missing d3drm.dll file when upgrade from windows 2000 to Vista years back now need the software again and can't use due to missing file which Vista was supposed to support. When reported to MS back then the buck was passed to the software provider but
it is a windows file that is missing. The program is a CAD and I need to review some plans and modify.
