OUTLOOK 2013 set as default, but opening it still pops up "do you allow this program to make changes

My outlook 2013 is functioning well except that everytime I open it, a message pops ups as if it's installing OUTLOOK again. The message says "Do you want to allow the following program to make changes to your computer?" I've read somewhere that
I need to not open it with administrator permission, is that the case?
