cannot install KB2727587 error code 0x8024200d

Windows update keeps failing to load KB2727587 and gives an error code 0x8024200d.

I have used the update readiness tool and the automatic troubleshooter, neither of which worked. I have run a clean boot which also did not fix it.

I am not aware of any recent changes to the software or any new installations.

I am using windows 7 home premium 32bit.
