Long Server Load Times with external disks

My Dell PowerEdge T130 server has 64Gb, a RAID controller with a RAID disk and two external USB3 drives (used for backup). My boot up times are extremely slow (approximately 10 minutes) as I notice the lights keep blinking on the external (one is 4Tb and the other is 6Tb) keeps blinking. Is there any way I can speed up loading Windows Server 2016 so it stops checking the external USB disks so thoroughly?
