Fresh Server 2016 install running with High Memory usage

Loaded Server 2016 onto 3 brand new Hyper-V VMs. The 3rd VM is now running at 95% memory usage from boot. I wouldn't be so shocked if this wasn't from the word go on a fresh build. I have installed applications and everything appears to be running fine, but I am still seeing 95% usage. Does anyone have any tips for resolving this?
