Windows Server 2012 R2 / 2016 Not Rebooting after Windows Updates Despite GPO Settings Forcing Reboot

Since around the February time frame, if a user is logged onto some (but not all) of our servers, the server will not reboot at the end of applying updates distributed by WSUS. There have been no GPO configuration changes and the GPO is set to force reboot even with logged servers. Active policy on a server experiencing this condition is below. I can't find a reason why some, but not all, servers exhibit this behavior, but one key factor is the system waiting for all users to log off, because immediately after the last user does finally log off, it reboots immediately, causing some unexpected mid-day reboots.
