I am setting up a template in VMware for Windows Server 2016 Standard. I have noticed that the Windows Modules Installer Worker, typically after installing patches/updates, uses 100% CPU for 15+ minutes. However today, it did it again and all I did was login and update Symantec SEP definitions...Windows Update service was disabled. I suppose its possible SEP could be doing this, but I am wondering if anyone else has seen this issue in Server 2016. I am afraid to deploy any new production machines from this template - we can't have production servers frozen for 15 minutes because some update process is running.
