Toshiba laptop 64% loop

At first I had this promblem where it said reset failed or promblem found please click OK to restart that happened when my laptop died during factory reset... I fixed it with regedit and changed the set value to 3 but now... it gives me this 64% loop where it will say preparing then it will say 64% reset and it resets and resets
