Fresh start microsoft

After resetting the surface laptop the operation system is experiencing some issues. I am unable to enter the settings and when I press certain icons nothing happens. I do not have the Edge browser, but have the older Windows Explorer (which is super buggy).

I have tried resetting it and updating to the newest software several times. Nothing seems to help.
