Windows 10 stuck on choose privacy settings page

Windows 10 is stuck on choose privacy page page after update. When I click ok, it gives a screen saying there was a problem. The try again button and the back button take me to the choose privacy page, and the loop continues.


I am able to alt ctrl delete, won't let me go into task manager but will let me restart. Same screen pops up at restart and shut down.


How do I bypass this screen?
