No restore points

When booting to a Windows created USB recovery drive, and attempting to run system restore from a restore point none are seen. The prompt says to restart and select an OS/Windows. Doing so has the same results.

Restarting 3 times does launch the repair interface where I am able to run restore from a restore point.
