Can't see external HDD in file explorer. Has drive letter but not online

I have IDE HDD connected with a USB converter on Win 10 64 bit PC. Can see the HDD in device mgr portable devices and disk dives as a HDD USB device. In disk mgr it does not show in upper table but is shown in the lower section as Disk 2 Removable (N:) No Media. It does not show file explorer.

How do I initialize this drive?


Booted into Safe Mode and now can see the USB Drive (N). When try to format or expand the drive get error "no disk". It looks like an optical drive to File Explorer.
