System clock speeds up after entering sleep mode

So one month ago my motherboard died so I bought a new one. After getting everything running again I noticed that the system clock was a few minutes fast. So I looked it up and tried using the command prompt w32tm and also the internet server manual sync and those work. Until you put the computer to sleep. If you put the computer to sleep the clock runs fast non stop, for instance it's been running three hours and is 30 minutes ahead. Within the next 3 hours it will be an hour ahead and so on.

I have tried many different solutions but nothing has worked so far.
