I worked on this problem for several hours, using plenty of inputs from all over the Web, including registry edits, sfc scannow, etc. When I left-clicked on the Start button, nothing opened up. Right-click did bring up a menu. Nothing would run off the Taskbar. I used Tweaking.com and UVK as well as Avast Boot-time scan and Rescue disk scan and several other utilities to clean up bad objects. And I could not open a command window with administrative privileges. Interestingly, the Start button and Taskbar worked in the Safe mode. Nothing else fixed the Start button and I was about to Reset windows. Finally I updated my video drivers (AMD Radeon) and then Start button and Taskbar worked fine. Obviously something had corrupted those drivers and I should have thought of that earlier. Seems like corrupted video drivers can cause a lot of system problems.
