Favorites from Old HDD not recognized by new laptop

When a computer dies I often save my HDD's for back up files. I recently had to reset my new laptop and when I try to import Favorites I find it doesn't recognize the favorites. It is looking for HTML files and all my Favorites all appear to be "Internet Shortcuts" which were created by finding a page and requesting it be Saved. Is there a way to change my Favorites to HTML files? Is there a better way?
