TiWorker.exe CPU Usage

Ran up a new server as an RDS Host in Azure using Server 2016. This TiWorker.exe process is using 50% CPU (100% of 1 core) and the server is sluggish and basically unusable. I have rebooted multiple times and left a few hours now and still sitting there with 50% usage.

There are no Windows Roles or Features being added or removed now. I have read up this process may be to do with maintenance tasks, I've looked at instructions for checking and disabling these on 2012 R2 but none of the locations of scheduled tasks match up any more.

Why is a brand new plain server having these issues?

How do I stop this TiWorker process running and using up all the server resources?

What are MS thinking having this fucking horseshit turned on on a server?

I have to show this to a customer tomorrow... Yet again Microsoft have FUCKED me over with their BULLSHIT. Automatic disk cleanups and shit on a SERVER, with no way to disable other than undocumented PSEXEC fuckery? Fuck you Microsoft. You clowns, you fucking children, you have no business being in business. You make what is otherwise a rewarding job a fucking nightmare.
