Invariably stuck on the December 2017 Windows Update, no way out.

Every time Windows attempts to install the same update, after restarting, the message "Unable to install Windows updates" is displayed. I have tried various methods, from command prompt commands to manually installing the update. None work. As can be seen in the photo, the same update has failed to install 43 times. Desperately need help.
