Updating Windows 10

Can you upgrade windows 10 from 1511 to 1803 version? Every time I try I get an error message 0x80070003 - 0x2000D The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation. I downloaded the ISO and am trying to upgrade using the SIO file.
