Stuck at Please Wait Screen

Earlier before I faced this problem, I left my PC in sleep mode for a day.

When I turned it on, the monitor responded as there was signal, but the it was just black.

I decided to restart the PC, on GRUB menu, I tried to boot my Linux for a while

When I rebooted back to Windows, it always stuck at the same "Please Wait" screen, that screen after you boot up, right before the lockscreen appears.

Sometimes it doesn't even make it to the please wait screen, it just displays this static screen glitch thing before it restarts automatically.

On this thread, A mod Regedit32 suggested to try booting to safe mode, then disable 3 services mentioned there.

I tried this method and at least it helped me make it to the Desktop.

After a while, my PC freezes and shows the same exact screen glitch as I uploaded above. Later I learned that some changes in network will trigger my PC to freeze and display the glitch screen.

One of my mistakes is that I hadn't made any system restore points before.

I can't recall anything wrong that could possibly cause this problem.

Now I can only boot to safe mode without sudden freeze. Is there any way to fix this?

I'd prefer not losing my data like a clean install though. That'd be the last thing to do on the list.
